Cummins Extends Oil Registration Deadline

In the July 13, 2015 issue of the OEM/Lube News, we stated Cummins announced that its Oil Registration process had officially restarted effective July 1, 2015 for CES20074, CES20075, CES20076, CES20077, CES20078 and CES20081 and that Cummins CES20085 and CES14603 process changes were not released at that time.

Cummins has received concerns from several companies that the previously advised October 2, 2015 deadline can’t be met because of the number of products to be re-registered and the additional information that is now being required by TEI and Cummins for re-registration, and therefore Cummins now advises it is updating the process changes, effective 09/21/15. To assist with this issue, Cummins will extend the re-registration date for all products that were registered before January 1, 2013 to December 2, 2015 for each company that meets requested registration requirements.

In the previously mentioned July 13, 2015 issue of the OEM/Lube News, we stated "As with the previous oil registrations, San Antonio, Texas-based consulting and testing firm, TEI (Test Engineering Inc.), will collect the data and funds for the registration process. TEI will update the industry when the CES20085 and CES14603 specifications are scheduled to re-start. Updated registration forms, available from TEI, attention Steve Gearhart, must be used for all new registrations effective immediately."

Cummins has also received concerns from several companies that have currently registered CJ-4 products both before and after January 1, 2013 that will be off the market by the end of 2016 and will no longer be produced in the global market. To assist with this issue, Cummins will extend the registration date to December 2, 2016 for all current CJ-4 registered products for each company that meets requested registration requirements.

Cummins has also updated registration fees, effective September 21, 2015, as follows:

There are three types of Cummins Oil Registrations, Parent, Child and Rebrand.

Parent Oil Registration – All single and group submissions are considered individual Parent Oil Registrations unless they fit the definition of a Child or Re-brand Oil Registration below.

Child Oil Registration – This is applicable when 2 or more products are submitted to TEI at the same time that have the same product name and the same additive package but different base stocks. In this case, customer designates the product with the lesser quality base stocks of products submitted to be the Parent Oil Registration, the others product(s) would then be designated as Child Oil Registrations. In the case where all of the base stocks are comparable, the oil company would designate either of the products as the Parent registration.

Rebrand Oil Registration - This is applicable when 2 or more products are submitted to TEI at the same time with the exact same oil formulation but different product names, either one of this products can be designated as the Parent Oil Registration by the customers, the others are designated as Rebrand Oil Registrations.

Cummins also advises the re-registration fee for products registered prior to January 1, 2013 are as follows:

Parent Oil Registration Fee is $15,000.00
Child Oil Registration Fee $5,000.00
Re-brand Oil Registration Fee $1,000.00

Re-registration fee for products registered after January 1, 2013 as long as oils are re-registered before the January 1, 2016 deadline are as follows:

Parent Oil Registration Fee is $7,500.00
Child Oil Registration Fee $5,000.00
Re-brand Oil Registration Fee $1,000.00
